Evans was head of the local Government Information Office which was established to "assist in creating a better understanding of local government" when he wrote this booklet. Before that he was Chief Information Officer for the Royal Society for the Prevention of Accidents. A veteran journalist, PR practitioner and TV broadcaster, he authored several THBs.
