Wheeler was head of languages at East Herts College of Further Education, From 1965-66 he was advisor to the Nuffield Foundation and Schools Council 'Society and the Young School Leaver'. Then till 1991 he was Director of the Study Centre Felixstowe. From 1959-99 he stood as a Liberal Party Parliamentary candidate.
